The Shenandoah River enters West Virginia in southern Jefferson County and runs about 20 miles north to meet the Potomac at Harpers Ferry. The final stretch through the Shenandoah Staircase is a Class II and III whitewater run used by commercial outfitters in Harpers Ferry. Above the rapids the river is a flatwater float for tubing, canoeing and smallmouth fishing.
