Moundsville is the seat of Marshall County, with about 8,100 residents, on the Ohio River, a short drive south of Wheeling. The former West Virginia Penitentiary stands across the street from the mound and runs daily tours, and the Palace of Gold at New Vrindaban is a short drive east.
